These instructions are for the CDE 20 Report: (California Department of Education)
* Students must have 20 or more hours in a CTE course to be counted on this report.
In order for the CDE 20 report to correctly count eligible recipients of Section 132 funds, you’ll need to assign recipients to the appropriate “Economically Disadvantaged” CTE ("Career Technical Education") Criteria using CUSTOMER GROUPS for BOGG, Pell Grant, CalWORKS, WIA, etc.
The following additional Customer Groups fall under the last category of the CDE 20 report: “Other persons with income below the poverty level as defined by the Income Eligibility Guidelines for Free and Reduced-Price Meals.”

- Homeless
- Migrant
- JTPA
- Pregnant Minor
- Single Parent
- Teen Parent
- PSS
- UI/CTB
- Welfare to Work
From STUDENT DETAILS – go to the Customer Group tab to select the appropriate Economically Disadvantaged Criteria from the customer group drop-down menu.
OR -- From CONFIGURE/CUSTOMER GROUPS, you can assign multiple students to a single customer group such as CalWORKS.
The CDE 20 displays the number of unduplicated students with 20 or more hours who fall into at least one of the Customer Group categories that are deemed economically disadvantaged (see above). The “Not Eligible” category at the bottom of the CDE 20 Summary are the students who have 20 or more hours in CTE but are not assigned to at least one Customer Group that is deemed Economically Disadvantaged.
EXAMPLE: I have 1,000 unduplicated students who have 20 or more hours of attendance for the year. 600 of them fall into one of the primary categories. Therefore, 400 will appear in Not Eligible (1,000 - 600 = 400). You should review the detail of the report and verify that none of those 400 students are economically disadvantaged. Odds are many of those were not correctly classified and should be added to at least one of those Customer Groups.
